What does “dingbatter” mean

In the Hoi Toider dialect of Ocracoke and the rest of the Outer Banks, a 'dingbatter' is a non-local — anyone not born to island life. Lightly insulting, often used for tourists fumbling with the local accent. Borrowed from the TV show All in the Family in the 1970s.
