What does “Spaghetti Bowl” mean

The Spaghetti Bowl is the local name for the tangled stack interchange where Interstate 15 meets US-95 just north of downtown Las Vegas — a chaotic web of on-ramps, off-ramps, and overpasses that looks like a plate of noodles from above. Locals use it as both a landmark and a verb ('stuck in the Spaghetti Bowl'). Other cities have their own snarls, but 'the Spaghetti Bowl' in Nevada always means this one.
