What does “Casual carpool” mean

Casual carpool (a.k.a. 'slugging' in DC, but Bay Area folks just call it casual carpool) is the East-Bay-to-San-Francisco ritual where solo drivers pick up two strangers at marked curbside spots so they can use the Bay Bridge HOV lane and toll discount. The system formed organically in the 1970s with no agency running it, has more than 20 East Bay pickup points, and exists basically nowhere else at this scale.
