What does “breakdown lane” mean
What most of the country calls the shoulder is the breakdown lane in Massachusetts and the rest of New England. On parts of Route 128 and I-93 around Boston the breakdown lane is legally opened as an extra travel lane during peak hours, which means the actually-broken-down driver has nowhere safe to go. The state DOT and MassDOT both use the term in official signage.
