What does “berm” mean

What most Americans call the shoulder is the berm across western Pennsylvania, Ohio, Indiana, and West Virginia. The word came in through Dutch and stuck in the Midland dialect, where it can also mean the grassy strip between sidewalk and curb. State highway signs in Pennsylvania still warn drivers about a low berm.
